UN Tourism — The Best Tourism Villages 2024 | Selected from 260+ candidates across 60+ countries |
Context
Vorokhta is a mountain village in the Ukrainian Carpathians, situated at 850 metres above sea level. It is home to a century-old viaduct, 17th-century wooden churches, the Prut River, Hutsul culture, and a tradition of winter sports. But shifts in the tourism market and pressure from larger resorts threatened to turn Vorokhta into 'just another resort.'
Challenge
Vorokhta risked losing its authenticity and stagnating as a tourism destination — caught between standardisation and global trends. The task was not simply to 'preserve uniqueness' but to transform it into a competitive advantage: making the village recognisable, attractive, and economically self-sufficient.
Tourism generates 90% of the Vorokhta community's budget. The stakes could not have been higher.
Our Approach
The initiative grew from the ground up: local businesses, led by Oleh Moldavchyk, took responsibility for the community's future. Our team joined as a strategic partner and:
- united local businesses around a shared goal — growing the community rather than competing within it
- created a dialogue platform between business and local government
- shaped the territorial identity and brand concept
- developed a branding strategy and supported its step-by-step implementation — from communications to spatial interventions
What We Did
- Place Brand
We developed clear positioning for Vorokhta that distinguishes it from typical mountain resorts. The core idea: authenticity as a competitive advantage, not a limitation. The brand received a visual identity and usage guidelines adapted for various audiences and media.
- Tourism Products
We created concrete tourism products that allow visitors to truly experience the place rather than simply pass through it: walking routes, wayfinding signage, photo installations, and art objects integrated into the village's public space.
- Stakeholder Collaboration Model
We built a sustainable partnership model among business, community, and government — not a one-off project, but an operational platform for joint decision-making and development. This is what underpins the long-term resilience of the results.
- Communications Strategy
We developed a promotion strategy for Vorokhta across both local and international media. The result: sustained attention from bloggers, travel communities, and ultimately international organisations.

In November 2024, awards for Vorokhta were presented by UN Tourism representatives: Director of External Relations Beka Jakeli and Director of the European Region Cordula Wohlmuther. The announcement was made at the 122nd Session of the UN Tourism Executive Council in Cartagena, Colombia. |
Impact
Vorokhta demonstrates that a small village can compete with major resorts — not through scale, but through identity. When local business, community, and government unite around a strategic vision, the economic impact is real: a small settlement can reach the global tourism map.
This case confirms: authenticity is not an obstacle to growth. It is the most valuable asset of all.
Partnership
The project was carried out in partnership with local businesses, the Vorokhta community, local government, and community leaders. Process coordinator: Oleh Moldavchyk.
